Description: Additional licensing of houses in multiple occupation (HMOs) comes from the Housing Act 2004. It allows councils to introduce a licensing scheme covering smaller HMOs. Councils can designate an area where a significant proportion of HMOs are being badly managed and have problems for those occupying the HMO or members of the public, such as disrepair, overcrowding, poor amenities, and antisocial behaviour. This designation applies between 2014-2018.
