<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>Additional licensing of houses in multiple occupation (HMOs) comes from the Housing Act 2004. It allows councils to introduce a licensing scheme covering smaller HMOs. Councils can designate an area where a significant proportion of HMOs are being badly managed and have problems for those occupying the HMO or members of the public, such as disrepair, overcrowding, poor amenities, and antisocial behaviour.
